Alberta’s CEIP financing program provides home and business owners with access to low interest financing to install solar panels and other energy efficiency projects. A Clean Energy Improvement Program (CEIP) loan is unique because it is tied to the property instead of the property’s owner. Loan payments are then made on the property tax bill which allows the loan to be transferred to the new owner if the property is sold.

Each municipality tailors their CEIP program according to their community needs and energy reduction goals. Some municipalities offer rebates and low interest rates. No matter which municipality you are in, every CEIP program requires 2 energy evaluations. One before installation and one after. These evaluations prove to the program that you have indeed completed your retrofits.

City of Airdrie
  • Status: OPEN
  • Interest Rate: 2.75%
  • Term: The lesser of 25 years or the effective useful life
  • Rebate: $600 for a single project. An additional rebate of $2,500 is available for completed CEIP projects with a financed cost of $15,000 or more that install three or more Upgrades in at least two of the following categories: energy efficiency, renewable energy or fuel switching.
  • Minimum Spend: $5,000
  • Maximum Financing Amount: $50,000
  • Deposit Amount: The contractor may request up to 50% of the financed amount can be advanced as a deposit.
Town of Banff
  • Status: OPEN
  • Interest Rate: 3%
  • Term: the lesser of 20 years or the effective useful life
  • Rebate: The Town provides eligible participants with a rebate of $750/kilowatt (kW) of solar capacity installed, to a maximum of 20 kW. A $500 incentive is offered by the Municipality for completed CEIP Projects, to help offset the cost of the EnerGuide Home Evaluation.

City of Calgary
  • Status: CLOSED
  • Interest Rate: 3.25% (2024)
  • Term: the lesser of 20 years or the effective useful life
  • Rebate: An incentive of 10% of Project Costs up to a maximum amount of $5,000 is offered by the Municipality for completed CEIP Projects.
  • Minimum Spend: $3,000
  • Maximum Financing Amount: $50,000
  • Deposit Amount: Deposit payments of the lesser amount of up to 20% of the Capital Costs or $15,000 may be advanced by the Program Administrator to the Qualified Contractor
Town of Canmore
  • Status: OPEN
  • Interest Rate: 2.7%
  • Term: the lesser of 20 years or the effective useful life
  • Rebate: A $500 incentive is offered by the Municipality for completed CEIP Projects.
  • Minimum Spend: $3,000
  • Maximum Financing Amount: $50,000
  • Deposit Amount: The contractor may request up to 50% of the financed amount can be advanced as a deposit.
City of Cold Lake
  • Status: OPEN
  • Interest Rate: 3.1%
  • Term: the lesser of 20 years or the effective useful life
  • Rebate: A $580 incentive is offered by the Municipality for completed CEIP Projects.

  • Maximum Financing Amount: $50,000

Town of Devon
  • Status: OPEN
  • Interest Rate: 4%

  • Rebate: An $1,100 incentive is offered by the Municipality for completed Projects
  • Minimum Spend: $3,000
  • Maximum Financing Amount: $50,000

Town of Drayton Valley

  • Interest Rate: 4.16%
  • Term: the lesser of 20 years or the effective useful life
  • Rebate: A $350 incentive is offered by the Municipality for completed CEIP Projects
  • Minimum Spend: $3,000
  • Maximum Financing Amount: $50,000

City of Edmonton
  • Status: CLOSED
  • Interest Rate: 3.16% to 6% based on the best rate available
  • Term: the lesser of 20 years or the effective useful life
  • Rebate: None
  • Minimum Spend: $3,000
  • Maximum Financing Amount: $50,000
  • Deposit Amount: The participant may request up to 10% of the financed amount can be advanced as a deposit.
  • To receive financing under the City of Edmonton’s Clean Energy Improvement Program for Residential Property, at least 3 Upgrades must be installed.
  • The Participant is required to pay a Program Administration Fee to participate in the Program. The Program Administration Fee amount will be calculated based on the final Project Costs and included in the Clean Energy Improvement Agreement.
  • The City of Edmonton also has a commercial CEIP loan for businesses.
City of Grande Prairie
  • Status: OPEN
  • Interest Rate: 3%
  • Term: the lesser of 20 years or the effective useful life of
  • Rebate: A $525 incentive is offered by the Municipality for completed CEIP Projects
  • Minimum Spend: $3,000
  • Maximum Financing Amount: $50,000
  • Deposit Amount: The contractor may request up to 15% of the financed amount can be advanced as a deposit.
City of Leduc
  • Status: OPEN
  • Interest Rate: 0% interest on the first 73% of the project cost and the remainder charged at the Bank of Montreal prime rate (adjusted annually).

  • Rebate: A $1,350 incentive is offered by the Municipality for completed CEIP Projects

City of Lethbridge

  • Interest Rate: 2.83%

  • Rebate: A $1,350 incentive is offered by the Municipality for completed CEIP Projects.

City of Medicine Hat

  • Interest Rate: 3.25%
  • Term: the lesser of 20 years or the effective useful life
  • Rebate: An incentive of 6.6% of financed Project Costs is offered by the Municipality for completed CEIP Projects. An additional incentive of up to 3.6% of financed Project Costs is offered by the Municipality for completed CEIP Projects on residential properties built before the year 1990. These incentives can be combined with the City of Medicine Hat HAT Smart program which provides $200/kW DC up to a maximum of $1,000 for solar panels.

  • Rebate: $500 is available per CEIP Project. A $700 incentive for the completion of a pre- and post-Project EnerGuide Evaluation is also available.

Town of Stettler

Village of Stirling

  • Interest Rate: To match the municipality’s own low rate of borrowing plus 1%

Strathcona County
